DEVELOPMENT OF A SOLAR ENERGY
PROJECT AT MUNICIPALLY OWNED
WELLFIELD IN ACTON, MASSACHUSETTS
The purpose of this Request for Proposals (“RFP”) is to seek proposals from qualified and experienced renewable energy Developers interested in implementing one or two renewable energy system(s) which will guarantee electricity generation to supply renewable electricity to the Water Supply District of Acton. The Developer will lease Water Supply District of Acton land, to develop, own and operate one or two solar energy projects and enter into a long term Power Purchase Agreement (PPA) selling the energy output to the District (sometimes herein referred to as the Acton Water District). If more electricity is generated than is needed by the District, then this “surplus” energy may be sold to other non-District off-takers, with other Acton Municipal facilities receiving the right of first refusal.
The Acton Water District (AWD) intends to lease District owned property for the installation of solar collectors, inverters and cabling for a solar array at their municipal wellfield sites on 16 Knox Trail and/or 62 Lawsbrook Road. The lease term will be for a term of 20 years. The lease term may be extended for two consecutive five year terms, but will require a vote of the Board of Water Commissioners.
The AWD will enter into a long term Power Purchase Agreement (PPA) with the successful Developer. The agreement between the AWD and the selected solar developer will take the form of a standard contract involving the generation and purchase of the electricity generated by the installed solar system at a specified price, for a specific period of time. The bidder will offer the AWD buy back options with ownership transfer of the system at the end of the PPA, or earlier.
The Selected Developer will be responsible for the interconnection study, permitting, and subsequent interconnection costs. The Selected Developer will construct, own and operate the solar energy project. The Selected Developer will retain all Solar Renewable Energy Certificates (SREC), Environmental Credits, Tax Credits, and other credits or grants derived from the solar energy project. The Acton Water District proposes to purchase the solar energy from the project under a net metering agreement.
